Replacing a flat roof
Replacement means stripping the old covering back to the deck, checking the timber underneath and laying a new system. Common choices are rubber (EPDM), fibreglass (GRP) and modern felt systems. Each deals with edges, upstands and outlets in its own way, and each suits some roofs better than others.
Rotten decking or joists add to the work, and nobody can see those until the old roof comes off. Other things that change the scope are the size of the roof, getting materials up to it, rooflights, and where it meets walls or a pitched roof.
Building regulations matter here. Planning Portal guidance says approval is normally needed once 50 per cent or more of a roof is affected. Under Approved Document L, when more than half of a roof is renovated, the whole roof should be insulated to current standards where that’s technically and financially reasonable. On a flat roof that usually means adding insulation, which can raise the roof level and affect door thresholds, window sills and edge details.
A roofer registered with the Competent Roofer scheme can self-certify the work. Otherwise it needs an application to building control before work starts.
Garage and outbuilding roofs from before 2000 may be asbestos cement sheets, which need checking before anyone cuts or strips them.
What to include when you post
Measurements and photos give a roofer most of what they need for a first look.
- Length and width of the roof, measured from the ground or the room below
- Photos of the roof from any window that looks onto it, and of the edges from outside
- What it’s over (garage, extension, dormer) and roughly how high it is
- The current covering if you know it, and any preference for the new one
- Leaks or damp inside, with photos
- Rooflights, vents, aerials or pipes that come through the roof
- Space for a skip and scaffolding on your own land
- Whether it could be asbestos sheeting, if it’s an older garage
Choosing a roofer and what to ask
Ask whether they’re registered with the Competent Roofer scheme. If they are, they can self-certify the work and you should get a Building Regulations compliance certificate. If not, ask who will deal with building control, because the application has to be made before work starts.
The written quote should name the covering system and the insulation, say how thick the insulation will be, and explain how rotten decking will be dealt with and priced. It should also cover edges, upstands and outlets. Ask whether scaffolding, skips and waste removal are included.
Ask what guarantee comes with the roof, who provides it and whether it covers materials, workmanship or both. Get it in writing. Keep the compliance certificate with your house papers, as solicitors usually ask for it when you sell.

Before a tradesperson starts work
Registrations
Some work must be done by a registered professional. Work on a gas boiler, cooker or fire must be done by a Gas Safe registered engineer, which you can check on the Gas Safe Register.
Our business check
Limited companies are checked with Companies House and sole traders upload their insurance certificate. Trade registrations are confirmed by the tradesperson when they sign up.
Get the price in writing
Ask for a written quote that sets out the work and the price before anything starts. Your contract for the work is with the tradesperson.
Questions
What people tend to ask before booking this job. For anything specific to your home, ask the tradesperson who takes it on when they get in touch.
A typical range is £2,800 to £7,500 (Fix My Roof 2026 guide, 8th June 2026). We ask every GlosFix customer who hires what they were quoted, and once enough have shared it this figure will be replaced by real local quotes. These are figures customers have reported, not quotes from us - we introduce you to a local tradesperson, who will quote for your job.
Rubber, fibreglass and felt all have their uses. Ask the roofer why they recommend one for your roof, and what it means for upkeep later.
Ask what guarantee comes with the work, who backs it and what it covers, and get it in writing.
Usually, yes, for a full replacement. A roofer registered with the Competent Roofer scheme can self-certify it. Otherwise it goes through your local council's building control or a registered building control approver.
It can be. Insulating to current standards usually adds thickness. The roofer should check how that works with door thresholds, windows and flashings before starting.
Some systems can be laid in cold weather and some can't, and all need a dry deck. Ask the roofer how the weather affects their timing and how they'll keep the roof watertight if they have to stop part way.
